The international affairs and technological exchange center was established in 2017 through the combining of the international affairs and technology exchange headquarter of the Vice-Presidency for science and technology affairs and the international affairs office of the national elites foundation. After announcing the comprehensive document of international scientific relations of Iran to the Vice- Presidency for science and technology affairs by the Supreme Council of the Cultural Revolution in 2017, the center was allocated the responsibility of implementation of the mentioned document. The primary mission of this center is expanding cooperation and active interaction with other countries and international scientific institutions and foreign technology specialists and scholars in order to achieve the leading of the knowledge-based economy.
Some of the essential strategies of the center include development of scientific relations and human capital using the capacities of foreign experts, especially non-resident Iranian experts, and elite circulation, development of technological cooperation and exchanges using the capacities of foreign and international units and companies in development and exchange of technology, development of knowledge-based businesses applying the capacity of foreign and international markets, and facilitation of presence of domestic knowledge-based companies in these markets.
